Typhoon Chan-Hom was passing over the northeastern waters of the Philippines and heading to northern Taiwan, dumping heavy rains over the capital, Manila, and the northern provinces. The Philippines suffered flooding and mudslides last weekend from Tropical Storm Linfa, the fifth storm to hit the country this year and the first after a long, dry summer. Southeastern provinces in China were alerted about possible flooding and severe weather this week from both approaching storms.
